Documentation to Operate Plant

A US-based equipment manufacturer recently asked us what documentation is required to operate mobile plant on Australian construction sites?

Below is a summary checklist which might assist your team for similar circumstances:

1.    WHITE CARD

Every worker on construction sites is required to hold a valid Construction Induction Training Certificate eg white card. Previously also known as a red card or blue card.

2.    SAFE WORK METHOD STATEMENT (SWMS)

A SWMS is required for all high-risk construction work which includes, among other things, operation of mobile plant on construction sites.

3.    MANUFACTURER’S MANUAL

Manufacturer’s manual with operating and maintenance instructions is important to have with the machine, so operators can refer to as required.

4.    MAINTENANCE & SERVICE RECORDS

All plant is required to be properly maintained and therefore needs records to show the plant has been serviced and maintained in the manner and within the service interval specified by the manufacturer eg by operating hours or time to be at least annual.

5.    PRE-START CHECKS

To ensure machinery remains safe to use between service intervals, daily pre-start checks are expected to be carried out on each item of plant, especially mobile plant.

6.    OPERATOR LICENCE & COMPETENCY TRAINING

All plant operators must hold a current licence, where prescribed by regulation such as for forklifts and cranes, and be trained in each make and model of plant. Employers should hold copies of operator credentials and training records, and possibly maintain a skills matrix.

7.    RISK ASSESSMENT

Whilst good quality manufacturer manuals correctly document the risks associated with the plant along with the necessary precautions, most Principal Contractors (PCs) who control construction sites insist on a separate Plant Risk Assessment for each item of major plant.
