High-Risk Work Licence Not a “Government Photo ID”

New high risk work licences (HRWL) are now being issued with photo identification (ID), per sample below, and some of our clients have asked does this satisfy the criteria of government issued identity card with photo?

Technically a HRWL is government issued and contains a photo, but they are not accepted as a Primary Photo ID for identity verification for; banking, licensing, or official ID verification. Driver’s licence, passports and proof of age cards remain the most common, acceptable forms of government issued photo ID.
